Providing HIV-related services to displaced populations is a difficult yet critical undertaking, which is firmly rooted in international human rights law. Protection offered under this law and, in particular, article 12 of the International Covenant on Economic, Social and Cultural Rights, confirms "the right of everyone to the enjoyment of the highest attainable standard of physical and mental health". This right requires health workers to take steps that are necessary for "the creation of conditions which would assure to all medical service and medical attention in the event of sickness".
