RDC Wants Compulsory HIV Tests. 10/12/10
Increase should be blamed on residents who refused to test for HIV.

Kanungu District Resident Commissioner (RDC), Can. Ben Rullonga, has urged the Government to enforce a policy that makes HIV testing compulsory, to curb the scourge.
He was speaking during the World AIDS Day celebrations held on Tuesday at Ntungamo Primary School.
The district health officer Sr. Florence Rwabahima, had earlier said the HIV prevalence rate had risen to 8.7% from 7% in the last two years.
Rullonga said the increase should be blamed on residents who refused to test for HIV.
